Ms. Dugger joined AESC’s leadership team in 2018 to support the firm’s strategic growth, business development and program development efforts. She brings more than 23 years of senior leadership in the energy industry, both at PG&E and for energy consulting and global engineering firms, where she partnered with large clients to develop and deploy innovative energy solutions for commercial and industrial markets.

Prior to AESC, Patsy spent five years leading western regional business development and operations for the energy practice at APTIM, a global engineering and consulting firm. She won and oversaw projects with PG&E, SCE, SDG&E, SoCalGas, LADWP, and SFPUC, and consulted on national energy, sustainability and resiliency programs and initiatives.

From 2010 to 2013, Patsy was at Ecova in the role of Director of Operations for Commercial and Industrial Utility Solutions, and Director of Portfolio Management leading product development. For nine years from 2000 to 2009, Patsy was a senior manager in PG&E’s Customer Energy Management department, where she managed and supervised multiple statewide and local energy efficiency programs including Savings By Design, Retrofit Express, Industrial New Construction, and a large portfolio of programs, products and solutions for PG&E’s Agriculture and Food Processing markets.

Patsy was a member of the United States Technical Advisory Group 242 (TAG 242) for the development of ISO 50001: the world’s first international Energy Management System Standard and has been involved in subsequent Superior Energy Performance and Strategic Energy Management utility programs over the past ten years.

From 2014 to the present, Patsy has held role of President for the Association of Energy Service Professionals California Chapter (AESP California), which organizes educational and networking events focused on key policy and program topics in California’s evolving energy market.
